Chief of Party (CoP), Somalia Resilience Food Security Activity (RFSA)
MAJOR RESPONSIBILITES
Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assuranceBuild and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partnersEnsure appropriate project quality support to consortium members through purpose leadsOversee that bottlenecks and challenges to project impact are addressed at various levels of stakeholders using forums such as Technical Working Groups, donor/government led coordination meetings and meetings with consortium member project managersIn collaboration with partners’ Project Managers, design and facilitate regular project learning events with consortium partners and other key stakeholders, ensuring that lessons of sound practice are documented and disseminated through project implementation and review.Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.
Ensure proper technical capacity of staff to manage complex donor funded projectsLead grant staff and short-term consultantsEstablish and maintain effective project reporting, evaluation, and communication systems.
Submit timely accurate and professional reports that meet donor requirementsEnsure grant/project budget is managed within approved spending levels and ensure accurate and timely financial reports to donors and Support Office International Programs Group staffEnsure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk auditsEscalate grant management issues early and openly; resolve grant management issues quickly and fullyPerform other duties as required KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
A minimum of 10 years of progressively responsible senior experience in international development as Chief of Party, Deputy Chief of Party, or senior management experience on large ($30M+) food security, development, or humanitarian relief projects.Minimum 10 years of experience managing development activities for USAID or similar donors, of which at least 3 years of experience working in/on fragile or post-conflict states, Somalia experience strongly preferred.Experienced in managing a large grant involving Title II commodities and/or cash transfer mechanisms.Experience managing sub-grants and contracts under grants for complex projects.Experience of leading large and diverse teams.Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s is preferred.Demonstrated experience in developing and managing alliances with the private sector is desirable.Familiarity with and commitment to addressing gender and social inclusion (GESI) in project sectors is required, as demonstrated by at least two years of senior-level experience working on projects that addressed GESI constraints.Experience in deploying an effective CLA approach, where an activity was revised as per the changes in the context to achieve desired outcomes. A master’s degree in international development, non-profit management or related a concentration from an accredited U.S. college or university, or international equivalent.Demonstrated communication, creative problem solving, and management skills.Strong writing and oral presentation skillsMust be fluent in English.Conversational Somali and/or Arabic is preferred.Professional licenses, as required in the field and by the donor. Preferred Knowledge and Qualifications
Experience working with migrant communities and in an urban context.Experience in managing inter-agency consortiums is preferred. Travel and/or Work Environment Requirement
Mandatory travels to implementation sites and regional, global meetings as required.Travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders. Language Requirements
Fluency in English.
Fluency in conversational Somali and/or Arabic will be an added advantage.
