The International Institute for Legislative Affairs (IILA) is a not- for- profit organization that works closely with Policy making institutions, Government Departments, Members of Parliament and other stakeholders in the legislative process to draft and advocate for pro- people policies and legislation.

IILA’s mandate is to engage stakeholders in the policy and legislative process to facilitate the enactment and implementation of policies and legislation that have a positive impact on the lives of people


Consultancy: Development of Communications Strategy

These are the key goals that the communications strategy aims to achieve:

  • Enhance visibility and increase awareness of IILA’s mission, programs, and impact among stakeholders, including government officials, civil society, and the public.

  • Strengthen stakeholder engagement through promoting meaningful dialogue and collaboration with stakeholders to advocate for pro-people policies and legislation.

  • Establish clear guidelines for messaging, branding, and communication channels to maintain a unified organizational voice.

  • Improve internal communications by fostering transparent and efficient information sharing within IILA to enhance collaboration and organizational coherence.

  • Implement mechanisms to monitor and evaluate the effectiveness of communication strategies, making necessary adjustments as needed
  • Scope of Work


    The development of the communications strategy will encompass the following key areas:

  • Identify and categorize key stakeholders, including government entities, civil society organizations, media, internal staff, and the public, to tailor communication strategies accordingly.

  • Determine the most effective channels for reaching different stakeholders, including traditional media, social media, newsletters, public and internal communication platforms.

  • Develop strategies to enhance internal communication within IILA, ensuring that staff at all levels are informed, engaged, and aligned with organizational goals.

    This includes protocols for internal newsletters, staff meetings, email communication, and the use of collaborative tools.

  • Develop core messages that reflect IILA’s mission, values, and thematic areas, ensuring alignment with the organization’s strategic goals.

  • Establish a crisis communications plan and protocols for managing communication during crises or sensitive situations to protect the organization’s reputation and maintain stakeholder trust.

  • Identify training needs for staff and stakeholders in effective communication practices, media engagement, and advocacy techniques.
