Senior Program Officer – Early Childhood Development
 Key Responsibilities of the Senior Program Officer
Project Management & Technical Leadership
 Oversee the strategic implementation of the ACT project across the three target countiesProvide day-to-day oversight of project activities in collaboration with team members and partnersSupervise the execution of advocacy campaigns, capacity-building sessions, and childcare curriculum pilot programsEnsure technical integration of childcare and gender expertise throughout project interventionsOversee activity planning, documentation, and timely reportingMonitor project budget utilization in compliance with donor and organizational guidelinesCoordinate the development of project planning documents, including Annual Work Plans, using results-based management approachesSupport content development for advocacy, communication, and training materialsSupervise and support project team members Monitoring, Evaluation & Learning
 Support project monitoring, evaluation, and reporting, including mid-term and endline assessmentsTrack project milestones and adapt activities for improved outcomesPrepare and submit regular narrative reports to internal and external stakeholdersIdentify and assess project risks, and recommend mitigation strategies Stakeholder & Partner Engagement
 Represent COVAW in relevant ACT-related forums and advocacy spacesLead targeted engagements with civil society, government, private sector, and community stakeholdersFacilitate multi-sectoral collaboration to address SGBV in the paid childcare ecosystemPromote inclusive policy reforms and support the interlinkage of childcare and gender-responsive servicesStrengthen linkages and networks across the community, county, and national levels Qualifications and Experience
 Bachelor’s degree in early childhood development (ECD) or related field; additional training in the care economy is an added advantageMinimum of 5 years’ experience in program management and implementation, preferably within the development or women’s rights sectorStrong understanding of gender equality and women’s economic empowerment frameworksProven leadership and team management skillsExcellent communication, negotiation, and interpersonal abilitiesExperience working in multi-stakeholder environmentsStrong planning, analytical, and problem-solving skillsFinancial management proficiencyAbility to prioritize effectively, work independently, and meet tight deadlines
