Tourism Fund (TF) is a State Corporation established under the Tourism Act, which came into operation on 1st September, vide special issue Kenya Gazette Supplement No. 93 of 24th August, .


Deputy Director, Quality Management Assurance and Risk

Duties and responsibilities entail;

  • Advising on issues relating to Quality Assurance and Risk Management;

  • Initiating Development of Quality Assurance and Risk Management Policies and strategies;

  • Ensuring implementation and compliance with the Quality Assurance and Risk Management Policies and strategies;

  • Assisting the Chief Executive Officer in developing the Quality Assurance and Risk Management agenda;

  • Ensuring compliance with quality standards of all procured goods and services;

  • Ensuring research on relevant standards for adoption by TF;

  • Ensuring appropriate management of the risk to the Fund, employees, customers, reputation, assets and interests of stakeholders;

  • Overseeing risk management of the Fund in the following areas: Corporate governance;
    Enterprise risk;
    Information and security risk;
    Regulatory and operational risk;
    Technology risk.


  • Promoting and monitoring continuous quality improvement within the Fund in line with the ISO standards;

  • Compiling data for trend analysis and reporting and developing programs or action plans for implementation by the Fund;

  • Conducting regular quality assessment visits on programmes within the region;

  • Writing an annual Quality Improvement plan and presenting to the Director for review;

  • Overseeing compliance of written policies and procedures established by the Fund and periodically reviewing the policies/procedures and making recommendations for revisions and improvement where necessary;

  • Developing and planning effective training for staff in regard to Quality and Risk Management;

  • Overseeing management of risk incidents and keeping a record of all risk incidents in the Fund;

  • Partnering with all departments to ensure efficient work flow, quality programs and compliance in line with ISO procedures;

  • Compiling documentation and information necessary to assist in the process of strategic planning;

  • Organizing and Overseeing regular ISO audits and quality assurance within the Fund;

  • Overseeing review of ISO procedures to ensure compliance;

  • Regularly responding to risk questions and concerns within the Fund;

  • Advising on design and implementation programmes that promote innovations in the Tourism Industry;

  • Overseeing the establishment and implementation a framework for identification, evaluation, patenting, incubation of innovations;

  • Recommending improvements for processes through continuous bench marking initiatives;

  • Spearheading continuous innovation to staying ahead of Trends in the industry;

  • Directing on the planning on new ideas to make the organization efficient;

  • Informing on ways that the organization remains relevant;

  • Reviewing designed surveys for implementation;

  • Conceptualizing innovative initiatives linkage with industry for innovations;

  • Advising on matters pertaining to predictable changes in the industry and provide innovative solutions;

  • Reviewing the framework for innovation in the Tourism Industry;

  • Overseeing the Design and coordination or conduction of organizational level research on Fund goals and strategic direction, baseline and market surveys;

  • Reviewing the Fund’s research portfolio; and,

    For appointment to this grade a candidate must have;

  • At least ten years’ work experience of which three years in a management position;

  • Bachelors Degree in Economics, Business Administration, Public Policy, Statistics, Mathematics, or equivalent qualifications from a recognized institution.

  • Masters Degree in Communications, Marketing, Public Relations, Business Development, Development Studies, International Relations, Public Administration and Business Administration or equivalent qualifications from a recognized institution

  • Be a member of a relevant professional body where applicable

  • Management course lasting not less than four weeks from a recognized institution.

    Job Specification


    Duties and responsibilities at this level will entail:

  • Coordinating the development, implementation and review the Fund’s resource Mobilisation strategy;

  • Lead Implementation of policies and programmes for resource Mobilisation;

  • Coordinate strategic linkages to support tourism and hospitality institutions;

  • Assist in the development of proposals for funding of tourism and hospitality related activities;

  • Coordinate resource Mobilisation activities;

  • liaise with identified donors, public and private partners for development and funding of strategic projects, programs, tourism products and services;

  • Lead in the identification of partnerships and prospective source of funds;

  • Coordinate engagement of the county governments towards the development of tourism products and services;

  • Leading monitoring and evaluation of TFs projects;

  • Spearhead implementation of tourism products and services support initiatives;

  • Develop fund raising programs to solicit for funds and other assistance to promote the object for which the Fund is established, and;

  • At least ten years’ experience in resource mobilisation & partnerships with at least five years as middle level management,

  • Bachelors degree in Business Management, Finance, Economics, Law or equivalent from a recognized institution.

  • Masters degree in Business Management, Finance, Economics, Law or equivalent from a recognized institution.

  • Management course lasting not less than four weeks from a recognized institution

  • Debt Management Training not less than two weeks from a recognized institution.

  • Investigation course not less than two weeks from a recognized institution

    Duties and responsibilities at this level will entail:

  • Coordinating the legal services’ function;

  • Formulating, implementing and reviewing the Fund’s legal policies and procedures;

  • Providing legal risk reviews and advice on risk mitigation;

  • Representing the Fund in Court matters and managing litigation;

  • Participating in developing and ensuring compliance with the Fund’s Policies and strategies;

  • Undertaking legal research and preparing legal opinions and memoranda on matters relating to the Fund;

  • Advising the Fund on legal and regulatory compliance;

  • Advising on procedures, legal requirements on matters relating to the Fund’s properties, staff and any other issues that may attract litigation;

  • Drafting contracts and other legal documents;

  • Ensuring preparation of periodic financial reports and final financial statements
