Job Description

Makueni County Public Service Board is established under Section 57 of the County Governments Act .

The Board was inaugurated on the 5th of August, as a body corporate with perpetual succession and seal capable of suing and being sued in its corporate name.

It is composed of a Chairman, five Board Members and a Secretary all appointed by the Governor


Assistant Inspector of Mines

Duties and Responsibilities

  • Assigned work involving inspection of mines, quarries, explore, prospecting and mining concessions.

  • Undertake simple mining engineering projects such as mine and rehabilitation;

  • Study and familiarize with licencing procedures,
  • Requirements for Appointment


    For appointment to this grade, an officer must: —

  • Must be a Kenyan citizen

  • Have a bachelor’s degree in any of the following mining/mineral processing engineers or civil engineering from a recognized university.

  • Ability to write, edit and compile comprehensive;

    Duties and Responsibilities


    Duties and responsibilities at this level will entail;-

  • Taking oral dictation;

  • Work and data processing from manuscripts;

  • Operating office equipment;

  • Ensuring security of office equipment, document and records’ attending to visitors/clients; handling telephone calls and appointments; and

  • Undertaking any other office administrative service duties that may be assigned.
  • Requirements for Appointment


    For appointment to this grade, a candidate must have; –

  • Kenya Certificate of Secondary Education mean grace C- (minus) with at least C (plain) in English or Kiswahili language or its equivalent qualification from a recognized.

    Institution.

  • Business Education Single and Group Certificates (BES & GC) from Kenya National Examination Council in the following subjects; Typewriting II (minimum 40 W.P.M)/Computerized Document Processing II
    Business English I /Communication I,
    Office Practice I,
    Commerce I
  • Public Communications Officer I

    Duties and Responsibilities


    Duties and responsibilities at this level will entail:

  • Gathering information on programmes and significant events,

  • Editing stories on topical issues in a specific sectoral area,

  • Liaising with media practitioners and the public on issues of mutual concern,

  • Scheduling interviews with Government officials, and managing assigned projects and programmes under the guidance of the head of the section,
  • Requirements for Appointment


    For appointment to this grade, an officer must:

  • Bachelor’s Degree in any of the following; Mass Communication, Communication Studies, Journalism, International Relations, Social Sciences, or any other approved equivalent qualifications from a recognized institution;

  • At least three years’ experience in Public Communication in the public or private sector;

  • Possess good oral and written communication skills in both English and Kiswahili; and

  • Be proficient in Information Communication Technology including use of internet and intranet services.
  • Renewable Energy Engineer

    Duties and Responsibilities

  • Undertake design for Solar PV systems.

  • Maintenance and troubleshooting of renewable energy systems

  • Identifying and assessing renewable energy sources and energy conservation measures in the County and quantifying them for feasibility.

  • Enforcing site supervision standards for renewable energy projects i.e. solar, wind and biomass.

  • Formulation and implementation of policies and institutional framework for renewable energy and energy conservation projects.

  • Overseeing promotion of community education and awareness programmes on all matters relating to renewable energy and energy conservation.

  • Preparation and coordination of departmental strategic and action plans, quarterly and annual reports.

  • Checking quarterly progress reports submitted from Sub-Counties and recommending appropriate action.

  • Planning, coordinating, organizing and controlling activities in renewable energy section.

  • Carrying out monitoring and evaluation of renewable energy and energy conservation projects.
  • Requirements for Appointment

  • Be a Kenyan Citizen;

  • Bachelor’s Degree in Renewable Energy Engineering from a recognized institution;

  • At least three years’ experience in a relevant in renewable energy industry

  • Possess knowledge of renewable energy sources and energy conservation policies at both levels of Government;

  • Proficiency in Computer Applications;

  • Being a member of a professional association/body will be an added advantage.
  • Assistant Office Administration III

    Duties and Responsibilities


    Duties and responsibilities at this level will entail; –

  • Taking oral dictation;

  • Word and data processing;

  • Managing e-office;

  • Ensuring security of office records, documents and equipment;

  • Maintaining an up-to-date filling system in the office;

  • Operating office equipment;

  • Maintaining an up-to-date filing system in the office;

  • Managing office pretty cash;

  • Handling telephone calls and appointments;

  • Supervising office cleanliness and undertaking any other office administrative duties that may be assigned.

    For appointment to this grade, a candidate must have; –

  • Kenya certificate of secondary education, mean grade C- English or Kiswahili language or its equivalent qualification

  • Diploma in Secretarial Studies from the Kenya National Ex (minus) with at least C (plain in from a re cognized institution; aminations Council (KNEC),

  • Or

  • Business Education Single and Group Certificates (BES & GC) from the Kenya National Examination Council following subjects; – Typewriting III (50 W.P.M)/Computerized Document Processing III;

  • Certificate in computer applications from a recognized institution
  • Architectural Assistant III

    Duties and Responsibilities


    This is the entry and training grade into this cadre.

    An officer at this level will work under the guidance of a senior officer.

    Work involves;

  • Interpretation of the Architects’ sketches and

  • Preparation of finished drawings;

  • Reading and interpreting Engineering drawings in relation to the architects’ sketch and incorporating these details in the finished drawings.
  • Requirements for Appointment

  • Diploma or Technician certificate part III in any of the following fields: Building/Civil Engineering, Architecture or its equivalent and relevant qualification from a recognized
  • Driver III (3 Posts)

    Duties and Responsibilities

  • Driving a motor vehicle as authorized;

  • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc.;

  • Detecting and reporting malfunctioning of vehicle systems;

  • Maintenance of work tickets for vehicles assigned;

  • Ensuring security and safety for the vehicle on and off the road,

  • Safety of the passengers and/or goods therein; and Maintaining cleanliness of the vehicle.
  • Requirements for Appointment


    For appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education mean grade D plain or its equivalent qualification from arecognized Institution,

  • A valid driving license free from any current endorsement(s) for class(s) ofvehicle(s) an officer is required to drive;

  • Attended a First-Aid Certificate Course lasting not less than one week at St. John

  • Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;

  • Passed Suitability Test for Driver Grade II;

  • Passed Practical Test for Drivers conducted by the respectiveDepartment

  • A valid certificate of good conduct from the Kenya Police; and

  • At least two years driving experience.
  • Accountant II

    Duties and Responsibilities

  • Preparation and verification of vouchers in accordance with the laid down rules and regulations involving primary data entry and routine accounting work such as balancing of cashbooks, imprest and advances ledgers etc;

  • Responsible for safe custody of records and assets under him /her; and

  • Any other duty assigned by the immediate supervisor.
  • Requirements for Appointment

  • Bea Kenyan citizen;

  • A pass in part II of the Certified Public Accountants (CPA) Examination or it’s recognized equivalent qualifications
  • OR

  • bachelor’s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) from a recognized institution or any other relevant equivalent qualification; and

  • Certificate in computer applications;

    Duties and Responsibilities

  • data capture, maintenance of primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports e.g. imprest and receiving duly processed payments and receipt vouchers;

  • writing cheques and posting payments and receipt vouchers in the cash books;

  • balancing and ruling of the cash books on daily basis;

  • arranging for withdrawal of cash for office use and ensuring safety of the same at all times;

  • extracting and providing cash liquidity analysis;

  • ensuring security of cheques and cheque books;

  • preparation of expenditure and Authority to Incur Expenditure (AIE) funding returns on quarterly basis;

  • paying personal and merchant claims guided by cash balances in the cash books and treasury regulations; and

  • receipting of all money due and payable to government.
  • Requirements for Appointment

  • Be a Kenyan citizen;

  • At least three years of relevant work experience;

  • Bachelor’s degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination
  • OR

  • Passed Part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification;

  • Certificate in computer applications; and

  • Shown merit and ability as reflected in work performance and results.

    Duties and Responsibilities

  • Executing audit programmes;

  • Collecting audit evidence on major issues;

  • Reviewing internal control systems in operation;

  • Reviewing budgetary controls on the issuance of authority to incur expenditure and commitments; and

  • Ensuring completeness and accuracy of records and reports.

  • Have passed CPA Part III or CIA Part IV or be in possession of a Bachelor of Commerce

  • Degree (Accounting/Finance option) from a recognized institution with CPA Part II or CIA Part III;
